After almost 20 years of leading Wayne County’s Job and Family Services department, Director Richard Owens is retiring at the end of this week. His departure tomorrow will mark the end of a 38-year career in public service that spanned three counties and included several state-level leadership roles.  Owens became Wayne County’s JFS director in January of 2007.  Beyond his work in Wayne County, Owens also served as president of the Ohio Job and Family Services Directors’ Association and chaired statewide committees on finance and training.
